Russian Arms type - 1902 - 1904 Issue, vertical laid paper
The 1902-04 eddition was used when the 1889 issue was sold out.
the difference between the two issuee is that the paper of the 1889 issue is horizontal laid and the 1902 issue is printed on vertical laid paper.

The sources states that 1.000pc of the 70k 1902 issue stamp could have been delivered to Finland. I have never seen any of these.

The 1889 and 1902 issues was along with the Finnish ring-type invalidated in May 1911
